Early life and background

Manmohan Singh was born on 26 September 1932 in the village of Gah in Chakwal, then part of British India (now in Pakistan). He grew up in a Sikh family and lost his mother early in life. After early schooling in his native village, his education continued at institutions that included Khalsa High School for Boys in Peshawar and later colleges affiliated with Panjab University. He completed a B.A. (Honours) in Economics in 1952 and an M.A. in Economics in 1954 from Panjab University. He then studied in the United Kingdom, taking the Economics Tripos (First Class Honours) at the University of Cambridge in 1957 and earning a D.Phil. from Nuffield College, Oxford in 1960.

Career

Singh built a long career as an economist and public servant before entering high electoral office. He began in academia, serving as a senior lecturer, reader and professor of economics at Panjab University through the late 1950s and early 1960s. He worked with UNCTAD in the mid-1960s and returned to academia as a professor of international trade at the Delhi School of Economics.

From the late 1960s through the 1980s, Singh moved into successive roles in India’s economic management. He served as an advisor to the Ministry of Foreign Trade, chief economic adviser in the Ministry of Finance, and held senior secretarial positions in the finance ministry. During the 1970s and early 1980s he represented India on international financial bodies, including as an alternate governor on the boards of the IBRD and the Asian Development Bank, and as India’s deputy to the IMF Committee of Twenty on International Monetary Reform.

His institutional roles included membership of the Reserve Bank of India’s board and directorships at the Industrial Development Bank of India. From 1982 to 1985 he served as Governor of the Reserve Bank of India. He later became deputy chairman of the Planning Commission and served as secretary-general of the South Commission in Geneva.

In the early 1990s Singh chaired the University Grants Commission and was India’s governor on the boards of the IMF and the World Bank group. In December 2000 he was appointed by the UN Secretary-General to a Group of Eminent Persons on Financing for Development.

Politics

Singh entered parliamentary politics in 1991 when he was elected to the Rajya Sabha from Assam. In the P. V. Narasimha Rao government he was finance minister from June 1991 to May 1996 and led several Indian delegations to international forums. He served multiple terms in the Rajya Sabha and was leader of the opposition there from 1998 to 2004.

On 22 May 2004 Manmohan Singh became Prime Minister of India; he was re-elected to the office on 22 May 2009. He resigned from the premiership on 17 May 2014 following the Lok Sabha election results. After leaving the prime ministership he continued to be elected to the Rajya Sabha, most recently in 2019 from Rajasthan.

Awards and honours

Over several decades Singh received many academic and national honours. Early distinctions include university medals for top performance in undergraduate and postgraduate study and awards at Cambridge. He was elected to fellowship and honorary positions at institutions such as St. John’s College, Cambridge, Nuffield College, Oxford, and was appointed honorary professor at Indian universities. In 1987 he was awarded the Padma Vibhushan by the Government of India. Later recognitions included international awards naming him among influential finance figures and honorary degrees from Oxford and Cambridge.
