Early life and backgroundMorgan Joe Luttrell was born on November 7, 1975, in Houston, Texas, and grew up in Magnolia, Texas. He graduated from Willis High School in Conroe in 1994. Standing around 6 feet 5 inches tall, Luttrell later completed a bachelor’s degree in applied science in psychology from Sam Houston State University in 2000.
Military career
After college, Luttrell joined the United States Navy in 2000 and entered Basic Underwater Demolition/SEAL (BUD/S) training. He completed SEAL Qualification Training and earned the Naval Special Warfare insignia. His specialty training included SEAL Sniper School, which he finished with honors, and the Army Airborne School.
During his fourteen years of service, Luttrell deployed multiple times, including missions in Afghanistan as part of Operation Enduring Freedom, counterterrorism work in Africa, and operations in Iraq in 2003. He rose to the rank of lieutenant and received numerous military decorations, including multiple Bronze Stars for valor, Navy Commendations for valor, Combat Action Ribbons, Sea Service Deployment ribbons and Good Conduct medals.
In 2009 he was seriously wounded in a helicopter crash during a training exercise, sustaining severe spinal and brain injuries. He spent months recovering from fractures and spinal cord damage and later volunteered to lead an overseas deployment to Afghanistan after recuperation. Luttrell received a medical discharge from the Navy in 2014.
Academic work and research
Following his military career, Luttrell pursued advanced study focused on treating brain injuries and improving cognitive function. He completed graduate work at The University of Texas at Dallas, earning an MSc in Applied Cognition Neuroscience and later a PhD from the School of Behavioral and Brain Sciences. He also completed an executive leadership program at Harvard Business School.
While at UTD, Luttrell participated in clinical trials and research on cognitive rehabilitation for brain-injured patients and veterans. He authored and contributed to research on topics such as telemental health for veterans with PTSD and a characterization of the medical and behavioral healthcare needs of special operations personnel. His post-service work included involvement with a Washington, D.C.-based nonprofit focused on assisting veterans with physical and mental health needs.
Business and public service
Luttrell founded Stronos Industries, a company noted for producing biodegradable products used at political events. He later worked in the Department of Energy as a senior advisor to Secretary Rick Perry from 2017 to 2020 and served as a member of the Artificial Intelligence and Technologies Office.
Political career
A member of the Republican Party, Luttrell ran for Congress in 2022. He won the Republican primary and the general election for Texas’ 8th congressional district. He was sworn into the U.S. House of Representatives in January 2023 and serves on the House Armed Services Committee, including assignments on the Subcommittee on Cyber, Innovative Technologies and Information Systems and the Subcommittee on Intelligence and Special Operations. His campaign emphasized issues such as border security, gun rights and restrictions on abortion.
While running in 2022, Luttrell received endorsements from prominent Republican figures and organizations, including Rick Perry, Congressman Dan Crenshaw, House Republican leadership, the Congressional Leadership Fund and other allied political action groups.

Luttrell is the twin brother of Marcus Luttrell, also a retired Navy SEAL and the author of Lone Survivor. The brothers co-host a podcast titled Team Never Quit and have publicly shared elements of their military past; in 2023 a museum displayed the brothers’ military gear.
