Early life and backgroundMukesh Agnihotri was born on 9 October 1962 in Sangrur, Punjab, and grew up in a small village in Una, Himachal Pradesh. He completed postgraduate studies in mathematics and later earned a Post Graduate Diploma in Public Relations and Advertisement. His hometown is listed as Una, and he attended school there. Agnihotri belongs to a Brahmin family; his father, Pandit Omkar Chand Sharma, was active in Himachal Pradesh public life and served in roles such as Vice Chairman of the state’s Agro Packaging Department and as District Public Relations Officer.
Career
Agnihotri began his professional life as a journalist. He worked as a news correspondent in Shimla for the Hindi daily Veer Pratap and then joined Janasatta (part of the Indian Express Group), where he rose to senior correspondent and later became bureau head in Delhi. Over more than a decade in reporting, he was active in press bodies and committees, serving in positions including General Secretary of the Press Club in Shimla, membership of press advisory panels, and participation in the State Press Advisory Committee and Press Gallery Committee of the State Legislative Assembly. He received recognition for his coverage of assembly proceedings, winning a Best Coverage Award for the year 1994–1995.
His journalistic work brought him into contact with political figures, notably Virbhadra Singh. Encouraged by Singh, Agnihotri transitioned into politics as a member of the Indian National Congress. He was first elected to the Himachal Pradesh Legislative Assembly in 2003 from Santokhgarh and subsequently retained that seat in 2007. After delimitation, Santokhgarh became part of the Haroli constituency, from which Agnihotri was re-elected in 2012, 2017, and 2022—making him a five-time consecutive MLA from the area.
During his early legislative career he served as Chief Parliamentary Secretary and chaired the state Housing Board under the Virbhadra Singh government. Between 2007 and 2012 he was a member of several assembly committees, including Subordinate Legislation, General Development, Public Accounts, and Human Development. In his third term he joined the state cabinet as Industry Minister and was given additional portfolios for Labour & Employment, Parliamentary Affairs, and Information & Public Relations. In those roles he focused on public grievance redressal, improving living standards for disadvantaged groups and expanding educational opportunities for underprivileged children.
After the 2017 elections, although Agnihotri won his seat by a large margin, his party lost power in the state. He went on to serve as Leader of the Opposition in the assembly, taking part in business advisory work and raising issues he viewed as encroachments on minority rights. He also served in leadership positions within the Congress’s media cell at the state level, including terms as general secretary and president.
In the run-up to the 2022 assembly elections he was a prominent campaigner for the Congress across Himachal Pradesh. On 8 December 2022 he won election to the fourteenth Legislative Assembly from Haroli, and on 11 December 2022 he was sworn in as the first Deputy Chief Minister of Himachal Pradesh. His oath was administered by the state governor at a ceremony in Shimla attended by senior Congress leaders. After taking office he spoke about implementing electoral promises, including restoring the Old Pension Scheme, and signalled an intention to move quickly on some commitments through the first cabinet meetings.
