Mukesh Singh is a 1996-batch Indian Police Service officer of the AGMUT cadre with a long career in Jammu & Kashmir policing and central security agencies.
Early life and backgroundMukesh Singh was born on 24 January 1971 in Bokaro Steel City (then in Bihar, now in Jharkhand). He completed his schooling in Bihar and holds a B.Tech degree. After finishing his formal education he sat for the UPSC civil services examination and, upon selection, trained at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad. He completed his training on 4 September 1996 and was assigned to the AGMUT cadre of the Indian Police Service.
Career
Singh’s police career spans frontline field postings in Jammu & Kashmir and senior leadership roles in both state and central agencies. Early in his service he was deployed to Pulwama as Superintendent of Police during intense periods of insurgency, where he was involved in counter-terror operations alongside Indian security forces. Over the years he served as SP of Reasi, SP of Pulwama, SP of Srinagar and SP of Poonch, and he commanded the 7th Battalion of the Indian Reserve Police in Kainkh, Jammu & Kashmir.
He has held several senior positions: Chief Security Officer of the National Human Rights Commission of India, Senior Superintendent of Police of Jammu, Inspector General of Jammu & Kashmir Armed Police, IGP (Personnel) at Police Headquarters, IGP (Investigation) and IGP (Crime) at the National Investigation Agency in 2018, and IGP of Jammu Zone. In January 2021 he was appointed Additional Director General of Police of Jammu and Kashmir Police.
In September 2023 the Government of India appointed Singh to a five-year deputation as Inspector General of the Indo-Tibetan Border Police. The notification specified that he would hold the post until 2027 or until further orders, and requested his relief from state duties to assume the central assignment.
Singh’s tenure in investigative and counter-separatist roles has included work at the National Investigation Agency, where he was credited with disrupting foreign funding channels used by separatist groups. As IGP of Jammu Zone he was involved in operations that neutralized a prominent militant leader, after which some districts were described as cleared of terrorism for the first time in decades.
Honors and recognition
Across his service he has been awarded multiple medals and commendations. These include the DGP’s Commendation Medal (1999), the Sher-e-Kashmir Police Medal for Gallantry (2002), the Police Medal for Gallantry (2003 and again in 2005), an Army Commander Commendation Medal (2005), and the Police Medal for Meritorious Services (2012).

Singh is known for promoting fitness and public engagement. In 2018, while serving at the NIA, he publicly took part in the Prime Minister’s fitness challenge and encouraged colleagues to join the initiative.
