Early life and backgroundNarayan Dutt Tiwari was born on 18 October 1925 in Baluti, in the United Provinces of British India (now in Nainital district, Uttarakhand). He came from a family of landlords; his father, Poornanand Tiwari, worked in the forest department during the British period and later resigned to join the independence movement. Tiwari received his early schooling at institutions in Haldwani, Bareilly and Nainital before moving on to Allahabad University, where he completed an M.A. in Political Science and an LLB. While at university he became active in student politics and served as president of the Allahabad University Student Union. Between 1945 and 1949 he was secretary of the All India Student Congress.
Career
Tiwari entered electoral politics in the 1950s. He won a seat in the Uttar Pradesh Legislative Assembly from Nainital in 1952 on a Praja Samajwadi Party ticket, and retained that seat in 1957, during which period he served as leader of the opposition in the state assembly. He joined the Indian National Congress in 1963 and was elected from Kashipur in 1965, after which he was appointed a minister in the Uttar Pradesh government.
In the late 1960s and early 1970s he held leadership roles in youth politics, becoming the first president of the Indian Youth Congress from 1969 to 1971. Tiwari's state executive career continued when he first became Chief Minister of Uttar Pradesh in January 1976. He later served as Finance and Parliamentary Affairs minister in the Chaudhary Charan Singh cabinet in 1979–1980, and returned to the Uttar Pradesh chief ministership in August 1984 and again in June 1988.
Tiwari's political journey included both party changes and national offices. He resigned from the Indian National Congress in 1994 and in 1995 helped form the All India Indira Congress (Tiwari) with senior leader Arjun Singh. He was elected to the 11th Lok Sabha in 1996, rejoined the Congress in 1997 and won a Lok Sabha seat again in 1999. In 2002 he became the chief minister of the newly formed state of Uttarakhand. In August 2007 he was appointed Governor of Andhra Pradesh.

He suffered a brain stroke on 20 September 2017 and after a prolonged hospitalization died on his 93rd birthday, 18 October 2018, at Max Super Speciality Hospital in New Delhi; chronic illness was recorded as the cause of death.
