Narottam Mishra was born on 15 April 1960 in Gwalior, Madhya Pradesh. He grew up in the region and completed his schooling at Sant Kanwar Ram Higher Secondary School in Gwalior. He went on to study at Jiwaji University, where he earned a Bachelor of Commerce degree, pursued a master’s degree in Hindi, and later completed a PhD in Hindi literature. Mishra’s family background includes his father, Shivdutt Mishra, who worked as a doctor and was associated with the RSS as a vistarak. He has an elder brother, Anand Mishra, who served as registrar of Jiwaji University.

Career

Mishra began his political activity in student and youth organizations, joining the Akhil Bharatiya Vidyarthi Parishad (ABVP) and the Bharatiya Jana Yuva Morcha (BJYM) in 1977–78. He entered electoral politics in 1990 when he won a seat in the Madhya Pradesh Legislative Assembly from the Dabra constituency. He retained that seat in 1998 and later won election from the Datia constituency in 2008.

Across several decades Mishra has held numerous ministerial portfolios in the Madhya Pradesh government. In the mid-2000s he served as Minister of Parliamentary Affairs and Minister of Law, and in 2005 he took on the education brief. He was Minister of Urban Development from 2007 to 2008. After 2009 he again managed law and parliamentary affairs, and between 2010 and 2013 he held housing and health and family welfare responsibilities, also overseeing medical education and AYUSH at times. From 2016 to 2018 he served in roles covering information and public relations and water resources while continuing with parliamentary affairs and health-related portfolios during parts of that period.

In 2020 Mishra was appointed Home Minister of Madhya Pradesh. He also resumed the Health & Family Welfare portfolio briefly in 2020 and was later assigned Law and Parliamentary Affairs again. His legislative career continued into the 2020s: he contested the 2023 Madhya Pradesh Legislative Assembly election from Datia on a BJP ticket but was defeated by the Congress candidate Bharti Rajendra.
