Early life and backgroundNavniet Yadav, popularly known as Navniet Sekera, was born on 22 October 1971 in Etah, Uttar Pradesh, into a middle-class farming family. He completed his schooling in Hindi-medium boys’ schools and initially planned to pursue a BSc. A setback while seeking admission to Hansraj College—attributed to limited English-speaking ability at the time—did not deter him. He prepared for and cleared the IIT-JEE on his first attempt and studied at IIT Roorkee from 1989 to 1993, earning a B.Tech in Computer Science and Engineering.
Sekera later attended the Indian School of Business (ISB), Hyderabad, for the 2010–11 batch and holds an MBA with focus areas in finance, strategy, and leadership. An episode involving his family and a humiliating encounter at a police station affected him deeply; he left a postgraduate program and began preparing for the UPSC Civil Services Examination. He cleared the exam on his first attempt and joined the Indian Police Service in 1996.
Career
Sekera’s early postings included serving as Assistant Superintendent of Police in Gorakhpur. He chose the police service despite a UPSC result that might have allowed entry into the Indian Administrative Service. Over the years he rose through the ranks to become an Inspector General of Police (IGP) and served in senior leadership roles across Uttar Pradesh.
Technically inclined from his engineering background, Sekera developed a GPS–GIS based Automatic Vehicle Location System while serving as Superintendent of Police of Technical Services. That work earned him a cash prize from the then Chief Minister of Uttar Pradesh in 2001. He also became one of the youngest chief police officers of Lucknow when he was appointed Senior Superintendent of Police in the state capital at age 32.
Sekera has received multiple service decorations during his career, including the Chief Minister’s Reward for Innovation (2002), the President’s Police Medal for distinguished service (2005), the President’s Police Medal (2013), and Director General’s Commendation Discs in silver (2015) and gold (2018).
Public safety and policy initiatives have featured prominently in his work. He led the development and roll-out of the ‘Women Power Line 1090’ in Uttar Pradesh in 2012, an emergency response initiative aimed at assisting women. His professional roles have included policy design, mentoring, and public speaking; he is described as a keynote speaker, corporate mentor, and practitioner focused on women’s empowerment.

He is an active member of the Indian Film Writers’ Association, and elements of his policing career have inspired popular media: the MX Player web series Bhaukaal draws from incidents during his tenure as SSP in Muzaffarnagar in 2004, portraying a policing officer’s campaign against organized criminal groups.
