Nishikant Dubey was born on 28 January 1972 in Bhawanipur, Bhagalpur, Bihar. He grew up in the Bhagalpur area and attended D.P.M. High School, Karharia. He went on to study at Marwari College, Bhagalpur (then part of Bhagalpur University), and later pursued higher studies at Delhi University and Pratap University, Rajasthan.
