Early life and backgroundParakala Prabhakar was born on 2 January 1959 in Narsapuram, Andhra Pradesh. He grew up in a family with a political background: his father, Parakala Seshavatharam, and his mother, Parakala Kalikamba, both served as legislators in Andhra Pradesh. Prabhakar attended local schools in Narasapuram and Hyderabad before completing higher studies at Jawaharlal Nehru University (JNU), where he earned an M.A. and M.Phil. He later received a scholarship to the London School of Economics and completed a PhD in international relations, submitting a thesis on security doctrines and foreign policy behaviour with case studies of Brazil, Ghana and Indonesia.
Career
Prabhakar’s early political engagement included student politics at JNU, where he was elected president through the students’ organisation affiliated with the Indian National Congress. In 1984 he took on a national role in the NSUI as an all‑India vice president, organising student activity across universities.
After his return from London, he served as an Officer on Special Duty for the Rajiv Gandhi National Institute for Youth Development, an appointment that followed through a family connection to then‑Prime Minister P. V. Narasimha Rao. In 1994 he formally entered electoral politics with the Indian National Congress, contesting state and national elections over the next decade from constituencies in Andhra Pradesh.
Between 1994 and 2008 Prabhakar’s party affiliations and roles evolved: he left Congress in 1996 and joined the Bharatiya Janata Party in 1997, where he became the BJP spokesperson for Andhra Pradesh in 1999 and a member of the party’s national economic cell. During that period he was also a member of a Planning Commission task force that contributed to the formulation of India’s Tenth Five Year Plan.
Prabhakar stood as a candidate in several elections through the 1990s and 2000s, including contests for the Andhra Pradesh Legislative Assembly and the Lok Sabha from the Narsapuram area and later for a constituency covering parts of East and West Godavari districts. After the 2006 general election he resigned from the BJP. In 2008 he supported the establishment of the Prajarajyam Party.
In 2014 Parakala Prabhakar was appointed Communications Advisor to the Government of Andhra Pradesh. In that role he introduced social media into multiple departments as part of the government’s communications strategy. He resigned from the post on 19 June 2018, citing personal reasons related to public comments by opposition leaders and expressing a desire not to cast doubts on the government.
