Early life and background

Partha Chatterjee was born on 6 October 1952 in Kolkata, West Bengal. He grew up in the Naktala neighbourhood of South Kolkata and completed his schooling at Ramakrishna Mission Vidyalaya, Narendrapur and New Alipore Multipurpose School in Kolkata. Chatterjee went on to study at Asutosh College and the University of Calcutta, earning a Bachelor of Arts (Honours) in Economics and a Bachelor of Laws (LLB). He later completed an MBA at the Indian Institute of Social Welfare and Business Management in Kolkata, undertook a Personnel Management and Industrial Relations course at the Industrial Society of London under a British Council scholarship, and obtained a PhD in Economics from the University of North Bengal. His doctoral research addressed the shift from an industrial to a knowledge economy with a focus on human resource management.

Career

Chatterjee began his professional life in human resources at the government-owned Andrew Yule & Co. He became active in personnel management circles, serving as National President of the National Institute of Personnel Management, Kolkata, and receiving recognition such as the HR Excellence Award from IPM, Sri Lanka, and the HR RATNA from NIPM.

He entered electoral politics with the All India Trinamool Congress in 1998 after earlier association with the Indian National Congress. Chatterjee was first elected as the Member of the Legislative Assembly (MLA) from the Behala West constituency in 2001 and retained his seat in the 2006 election. He served as Leader of the Opposition in the West Bengal assembly from September 2006 until May 2011. After the 2011 election he was re-elected (from what later became Behala Paschim) and took on responsibilities in the state cabinet, holding charges including Commerce & Industries, Information Technology and Electronics, and Parliamentary Affairs. He was nominated Deputy Leader of the House in 2011 and in May 2014 was given charge of the Department of School Education, a position he held until May 2021. Chatterjee won re-election in 2016 and 2021 and was given ministerial responsibilities again for Commerce & Industries and for Information Technology and Electronics. In 2022 he was appointed National Vice President of the Trinamool Congress.

Public profile

Chatterjee has also been active within party communications and organisation: he served as editor of Jago Bangla, the Trinamool Congress party mouthpiece, and for a long period acted as Secretary General of TMC Bengal and as a member of the party’s disciplinary committee. Locally, he helped fund the Naktala Udayan Sangha Durga Puja committee and remained a visible figure in the community.

Personal life

Partha Chatterjee was married to Babli Chatterjee, who died of a cardiac arrest in July 2017. The couple had a daughter, Sohini Chatterjee, who is an IT professional and who assisted with social media campaigning during the 2016 West Bengal Legislative Assembly elections. Chatterjee is known to be a dog lover; in memory of his late wife he established the Babli Chatterjee Memorial Pet Hospital on a 17-acre plot near Baghajatin railway station in South Kolkata.

Controversy

In July 2022 Chatterjee was arrested by the Enforcement Directorate in relation to an investigation into alleged irregularities in teacher recruitment for the West Bengal School Service Commission during his tenure as education minister. Reports at the time noted the recovery of cash from the residence of an associate and identified allegations concerning job allocations. Following the arrest, he was removed from the state cabinet. Subsequent investigations by authorities reported discovery of properties and assets that were scrutinised in connection with the case. He applied for bail and later reported ongoing legal proceedings.
