Prakashi Tomar was born on 1 January 1937 in Muzaffarnagar, Uttar Pradesh. She comes from an agricultural family and grew up in the same town that remained her home as an adult. Career

Prakashi Tomar became involved in shooting when her daughter, Seema Tomar, enrolled at the Johri Rifle Club. Prakashi often accompanied Seema to the range and discovered an aptitude for marksmanship when she demonstrated how to hold a rifle. That single moment led her coach to encourage formal training, and Prakashi began practicing despite limited time away from homemaking duties.
