Early life and backgroundPranjal Patil was born on 1 April 1988 in Wadaji Village, Jalgaon, Maharashtra and grew up in Ulhasnagar. She lost her sight in early childhood and was educated at The Kamla Mehta School for the Blind in Mumbai. Her parents ensured she continued her studies despite the impairment, and she went on to attend regular schools and colleges in Maharashtra.
Pranjal completed her undergraduate studies at St. Xavier’s College in Mumbai and pursued further education at Jawaharlal Nehru University, where she earned a Master of Arts, an M.Phil and a PhD in International Relations. During her student years she developed an interest in public service and civil administration, which eventually led her to prepare for the UPSC civil services examinations.
Career
Pranjal began focused UPSC preparation while she was working toward her M.Phil. She adapted technology and support systems to study, using screen-reading software and recruiting a writer to assist during exams. After her first attempt in 2015 she earned a rank that led to an allotment in the Indian Railway Accounts Service, but the Railway authorities did not clear her for that role because of her visual impairment. Rather than stepping back, Pranjal prepared again and on her second attempt in 2017 secured a much higher rank, qualifying for the Indian Administrative Service and becoming the first visually impaired woman to do so in India.
Her IAS batch is 2017 and she was allotted the Kerala cadre. Pranjal completed the first leg of training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie in 2018. Later that year she assumed charge as Assistant Collector of Ernakulam district in Kerala. In October 2019 she took charge as Sub-Collector of Thiruvananthapuram, a posting that was publicly welcomed by the district administration.
Throughout her preparation and early service, Pranjal relied on assistive technologies and the help of close friends and colleagues to manage study materials and examination logistics.
