Shukla completed his schooling at Government PK School in Rewa and went on to earn a Bachelor of Engineering in Civil Engineering from Rewa Engineering College in 1986. His father, Bhaiyyalal Shukla, worked as a contractor and was active as a social worker.
Career
Shukla entered electoral politics as a member of the Bharatiya Janata Party. He first contested the Madhya Pradesh Legislative Assembly election in 1998, narrowly losing by 1,394 votes. Five years later, in 2003, he won the Rewa assembly seat and began a legislative career that has included multiple terms and ministerial responsibilities.
After his initial victory in 2003, Shukla served as Minister of State with independent charge for Housing and Environment.
