Early life and background

Rajesh Bindal was born on 16 April 1961 in Ambala, Haryana. He attended S A Jain Senior Model School in Ambala before moving on to higher studies at Panjab University, Chandigarh, and Kurukshetra University in Thanesar. His formal legal education includes a Bachelor of Commerce and an LLB, completed in 1985.

Career

Bindal began his judicial career after enrolling at the High Court of Punjab and Haryana on 14 September 1985. Early in his practice he focused on taxation, constitutional, civil and service law, taking on government work as standing counsel for the Income Tax Department and for various central and state organisations. From 1992 until 2006 he also represented the Chandigarh Administration before the Central Administrative Tribunal and handled matters for the Employees Provident Fund Organisation in both the High Court and the Tribunal.

In March 2006 Bindal was elevated as a permanent judge of the Punjab and Haryana High Court. During his tenure there he chaired the court’s computer committee and its arrears committee and was involved in a range of administrative responsibilities. One of his notable rulings at that time addressed reservation in promotions for Scheduled Castes and Scheduled Tribes, allocating quotas across categories of government services.

Bindal’s work included representation in inter-state disputes; while at the Punjab and Haryana High Court he was associated with the Satluj Yamuna water dispute and represented Haryana before both the Eradi Tribunal and the Supreme Court. He also contributed to drafting work and served on committees dealing with electronic evidence and other procedural reforms.

The collegium recommended his transfer to other high courts several times. In November 2018 he was appointed a judge of the Jammu and Kashmir High Court, the common high court for the union territories of Jammu & Kashmir and Ladakh. At the J&K High Court he chaired committees and led a bench that considered challenges to anti-begging laws, concluding that provisions of the local prevention of beggary statutes were incompatible with constitutional protections.

In December 2020 Bindal was appointed acting Chief Justice of the Jammu and Kashmir High Court. In January 2021 he was transferred to the Calcutta High Court, where he later served as acting Chief Justice. He was appointed Chief Justice of the Allahabad High Court in October 2021. During his time at Allahabad he spoke publicly about the court’s large backlog of long-pending cases and the need for cooperation between the bar and the bench to improve case disposal.

Throughout his judicial career he has been involved with committees on court infrastructure, finance, information technology, state court management systems and legal services. He worked on assessments to expand technology use by NALSA and State Legal Services Authorities and on better utilization of alternative dispute resolution mechanisms for economically weaker litigants.

On 10 February 2023 Rajesh Bindal was appointed a judge of the Supreme Court of India following a collegium recommendation made at the end of January 2023.
