Early life and background
Rakesh Pal was born in 1965 in the state of Uttar Pradesh, India. After completing his formal schooling he joined the Indian Naval Academy in Ezhimala, Kerala, for his initial military training. He began his career with the Indian Coast Guard in January 1989 when he was commissioned as an Assistant Commandant.

Career
Over a service career that spanned more than three decades, Pal served in a mix of operational commands and headquarters appointments. He undertook specialist training in gunnery and weapons systems at the Indian Naval School Dronacharya in Kochi and later completed an electro-optics fire control course in the United Kingdom. He is noted as the first gunner in the history of the Indian Coast Guard.

At sea, Pal commanded a range of Coast Guard ships, including ICGS Samarth, ICGS Vijit, ICGS Sucheta Kriplani, ICGS Ahalyabai and ICGS C-03. Onshore, he supervised the operations of Coast Guard bases in Gujarat, including those at Okha and Vadinar, and held senior appointments at Coast Guard Headquarters in New Delhi.

His headquarters roles included Director (Infra & Works), Principal Director (Administration), Deputy Director General (Policy & Plans) and Additional Director General. The Ministry of Defence approved his appointment as the 25th Director General of the Indian Coast Guard on 19 July 2023, and he took over that office soon after. As Director General he outlined priorities that included gap‑free maritime surveillance, strengthened coastal security and continued coordination with multiple agencies to meet the service’s mandated responsibilities.

Operations overseen during his leadership reflected the multi‑mission role of the service: interdiction of illegal consignments and substances, seizure of contraband including high‑value items, search and rescue missions in severe weather, anti‑poaching and coastal security exercises, humanitarian assistance during cyclones and joint exercises with foreign coast guards.
