Early life and background

Rakesh Kumar Verma was born on 25 April 1971 in Barabanki, Uttar Pradesh, where he spent his childhood and completed his schooling. He earned a B.Tech in Computer Science and Engineering from the Indian Institute of Technology, Delhi, graduating in the early 1990s. Raised in a middle-class family, Verma pursued a career in public service and cleared the UPSC exam to join the Indian Administrative Service in 1993.

Career

Verma began his civil service training on 5 September 1993 and was allocated to the Punjab cadre. Over his career he has held a sequence of administrative and leadership posts across the state and at the central government level.

In the 2000s he served as Deputy Commissioner in two Punjab districts. He was posted as Deputy Commissioner of Kapurthala beginning in March 2002 and later served as Deputy Commissioner of Patiala from April 2006 to April 2007. Between those district postings he held director-level roles in state departments, including a period as Director of the Department of Transport in 2005 and Director of the Department of Technical Education starting in December 2005.

Verma moved into institutional and municipal leadership roles as well. He was Managing Director of Punjab ICT Corporation (Punjab Infotech) from April 2007 until July 2012. Following that tenure, he became Commissioner of the Municipal Corporation of Ludhiana in July 2012. He later served as Secretary of Medical Education and Research in Chandigarh in 2013 and then as Secretary of Technical Education and Industrial Training from January 2014 through December 2020. At another point in his career he also held the office of Principal Secretary for the Department of Science, Technology & Environment for the Government of Punjab.

In 2020 Verma moved to the central government when he was appointed Joint Secretary in the Ministry of Tourism, Government of India. The appointment was for a fixed term of five years or until further orders. In that role he participated in national and international initiatives, including attending ITB Berlin 2020 as part of a delegation led by the Minister of State for Tourism and Culture.

Throughout his career Verma has been associated with initiatives that link technology with governance. In 2019 he launched the Innovation and Technology Summit under Mission Innovate Punjab and organised a press conference to share details of the mission.
