Early life and background

Rashmi Shukla was born Rashmi Awasthi on 30 June 1964 in Uttar Pradesh. She grew up in Mumbai, where she attended St. Xavier's High School and later graduated from Elphinstone College. She completed a Master of Arts degree at the University of Mumbai before taking the UPSC Civil Services examination and joining the Indian Police Service. Her training took place at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad.

Career

Rashmi Shukla joined the IPS in 1988 and has spent her career in the Maharashtra cadre. Over decades of service she held a wide range of field and leadership assignments, beginning with district-level postings as Superintendent of Police in Nashik Rural, Aurangabad Rural, Satara and Pune Rural.

She served in senior police leadership roles across Mumbai and other parts of the state, including Deputy Commissioner of Police for Zones 1 and 5 in Mumbai, Additional Commissioner of Police (Southern Zone) in Mumbai, and Joint Commissioner of Police of the Crime Branch. She has also been Commissioner of Nagpur Police and, in 2016, Commissioner of Pune Police. In Pune she introduced a Buddy Cop initiative intended to strengthen co-operation between the police and local residents.

Her later appointments included posts at the rank of Inspector General and Additional Director General, covering law and order, administration, and traffic. She served as Commissioner of the State Intelligence Department until 2019 and later held the post of Director General of Civil Defence.

At the national level she was empanelled as an Additional Director General by the Union government in 2021 and as a Director General of Police in 2022. She served with the Central Reserve Police Force as Additional Director General for the Jammu & Kashmir zone in 2021 and for the Hyderabad sector in 2022. From 2023 into 2024 she led the Seema Suraksha Bal as its Director General.

In January 2024 she reached a career milestone by becoming the first woman to be appointed Director General of Police for Maharashtra. Her tenure in that post continued until 4 November 2024, when she was removed from the role ahead of the state legislative elections.

Awards and recognition

Across her career Rashmi Shukla has received multiple police medals and decorations. Her honours include the President's Police Medal for Distinguished Service and earlier President's Police Medals, an Indian Police Medal and other distinctions such as a DG Insignia Award and recognition for meritorious service.

Public profile

Shukla has been a high-profile officer in Maharashtra, noted for her long service and for breaking a glass ceiling as the state's first woman DGP. Her career has also drawn public scrutiny: several FIRs were filed in 2021 and 2022 alleging unlawful interception of phone communications during her time as Commissioner of the State Intelligence Department. The matter was investigated, the case was later taken up by the Central Bureau of Investigation, and two of the three FIRs were quashed by the Bombay High Court. The CBI filed a closure report that the Bombay High Court accepted, and the court closed the case in September 2023.

Personal life

Rashmi Shukla was married to fellow IPS officer Uday Shukla, who served as Chief Security Commissioner-cum-Inspector General for the RPF in Western Railways. He passed away on 28 May 2018 while undergoing treatment. The couple had two children, a son and a daughter. She is based in Mumbai and lists reading among her interests.

Latest updates

In early 2024 Rashmi Shukla became the first woman to hold the office of Director General of Police in Maharashtra. Her tenure as DGP ended on 4 November 2024 when she was removed from the post prior to the state assembly elections after a complaint to the Election Commission by the leader of the opposition. Before and after this period she continued to be empanelled for senior roles and had earlier served as Director General of the Seema Suraksha Bal for 2023–2024.
