Rinkoo Rahee Biography
Rinkoo Rahee was born on 20 May 1982 in Dori Nagar, Aligarh, Uttar Pradesh. Raised in a lower-middle-class household, he attended Naurangi Lal Government Inter College in Aligarh.
Early life and backgroundRinkoo Rahee was born on 20 May 1982 in Dori Nagar, Aligarh, Uttar Pradesh. Raised in a lower-middle-class household, he attended Naurangi Lal Government Inter College in Aligarh. He completed a BTech in Metallurgy from the National Institute of Technology, Jamshedpur, and later earned a Master of Arts through IGNOU. His father, Shivdan Singh, owned a flour mill; his mother is reported to be a homemaker. Siblings include a brother, Dinesh Rahee, and a sister, Kalpana Rahee.
Career
Rahee entered provincial government service after clearing the Uttar Pradesh Public Service Commission exam in 2004 and joined the Uttar Pradesh Provincial Civil Services (UP-PCS), batch of 2004. His first noteworthy posting came in 2008 when he served as District Social Welfare Officer (DSWO) at Muzaffarnagar.
While auditing social-welfare schemes in Muzaffarnagar, he identified major discrepancies in records and fund allocations across several programs including the Old Age Pension Scheme and educational assistance for OBC students. These findings suggested false entries and shortfalls between the numbers on paper and the actual beneficiaries receiving payments. Rahee pursued administrative channels to report the irregularities, lodging complaints with district officials and writing to the department’s director.
Rahee’s disclosures led to a sustained public campaign. In 2009 he requested detailed information under the Right to Information Act about disbursements from 2006 to 2009; dissatisfied with the initial response from the Central Information Commission, he later pressed his case publicly. He continued to press the issue through protests and hunger strikes, including actions in Lucknow and participation in a one-day hunger strike in 2012 alongside social activist Anna Hazare.
The exposure of the Muzaffarnagar irregularities and related evidence triggered criminal proceedings. After Rahee was gravely injured in a violent attack in March 2009, police registered an FIR and several conspirators were arrested and later convicted in court. Following the attack, Rahee spent months in hospital and sustained permanent physical injuries.
Despite these setbacks, he remained active in government work and in public advocacy. He served in other districts including Bhadohi, Shravasti, Lalitpur and Hapur. Later he returned to Aligarh to lead the Dr Bhim Rao Ambedkar IAS-PCS Pre-Examination Training Centre in Madrak, where he supervised coaching that helped many aspirants clear civil-service pre-examinations.
In addition to his provincial service, Rahee pursued the national civil-service examinations. After multiple attempts, he secured an All India Rank of 683 in the 2021 UPSC examination, a milestone achieved in his sixteenth attempt and noted as allowed under the physically challenged category.
Public profile
Rahee is widely described as a whistleblower for his role in exposing alleged large-scale diversion of welfare funds in Muzaffarnagar. His activism brought sustained attention to the functioning of the social-welfare department and to the difficulties faced by officials who challenge entrenched practices. He has spoken publicly about repeated offers of bribes during his service and the risks he faced in pursuing transparency.
Following the attack in 2009 and ongoing efforts to secure full disclosures under the RTI Act, Rahee has used social media to publish observations and evidence related to cases he exposed, citing concerns for his safety and the need to keep records in the public domain.
He has been affiliated since 2012 with We The People, an organization that focuses on protecting constitutional rights. His protests and transfers prompted public criticism of state authorities at the time and drew comment from national anti-corruption campaigners.
