Early life and backgroundRishi Kumar Shukla was born on 23 August 1960 in Gwalior, Madhya Pradesh. He grew up in a family with a civic and professional background: his father worked as an engineer and later as a general manager, and his grandfather was known locally for his work in Ayurvedic medicine. Shukla attended schools in Gwalior and Kolkata and completed his higher education in Gwalior, earning a B.Com and a Master’s degree in philosophy.
As a young man he received opportunities to study at premier technical institutes but family circumstances led him back to Gwalior to finish his studies. He prepared for and cleared the Union Public Service examinations on his first attempt and joined the Indian Police Service in 1983 at the age of 23.
Career
Shukla’s career traces a steady progression through field and administrative policing roles. After training at the National Police Academy, his early postings included districts such as Shivpuri, Damoh, Raipur and Mandsaur (then part of undivided Madhya Pradesh). He served in both state and central deputation assignments through the 1990s and 2000s.
In the late 1980s he was appointed Deputy Superintendent of Police in several districts, and in 1985 he served as an Additional Superintendent of Police in Raipur. He held central deputation stints in two periods, 1992–1996 and 2000–2005.
Shukla moved into senior leadership roles in Madhya Pradesh police, serving as Additional Director General of Police (Intelligence) from 2009 to 2012 and later as Director General of Police (DGP) for the state from 2016 to 2018. During his tenure as DGP he advocated technological upgrades for the force, supported the establishment of specialised units such as an Anti-Terrorist Squad and a Special Task Force, and introduced systems intended to modernise police response and communication.
His policing record includes involvement in high-profile operations; one notable role credited to him was participation in the extradition of Abu Salem and Monica Bedi in 2005. Shukla also completed international training in crisis management and hostage negotiation.
In January 2019 he was moved from the post of DGP to chair the State Police Housing Corporation, a brief assignment that ended after only a few days. On 2 February 2019 he was appointed to lead the Central Bureau of Investigation (CBI) for a fixed two-year term, becoming the second officer from Madhya Pradesh to head the agency after its founder.
Public profile
Known for embracing technology within policing, Shukla was among the first state police chiefs to maintain an official presence on social media and to push for digital initiatives such as the Dial 100 emergency response system. He developed a public reputation for taking action against corruption within the force during his time as DGP.
Shukla’s tenure coincided with contentious and widely reported events in the state, including a farmers’ agitation in which several protestors died during police action. He also faced administrative challenges and changes of assignment following a change in state government.
