Early life and background

Rita Bahuguna Joshi was born on 22 July 1949 in Allahabad, United Provinces (now Prayagraj), into a family active in Indian politics. Her parents, Hemvati Nandan Bahuguna and Kamala Bahuguna, both served in public life; her father was a chief minister of Uttar Pradesh and later served in the central government, and one of her brothers, Vijay Bahuguna, also entered electoral politics. Rita completed advanced studies at Allahabad University, earning an MA and a PhD in History in 1981. She has worked as a professor at the University of Allahabad, teaching Medieval and Modern History.

Career

Rita Bahuguna Joshi’s public career spans local government, party leadership and parliamentary service. She served as mayor of Allahabad from 1995 to 2000. Within the Congress party she held organisational roles including president of the All India Mahila Congress (2003–2008) and president of the Uttar Pradesh Congress Committee beginning in 2007. She also served as a member of the Uttar Pradesh Legislative Assembly for two terms between 2012 and 2019.

Her involvement in international and national women’s work included long-term membership of the UNDP Advisory Board of Local Authorities from 1974 to 2008 and participation in the Beijing +10 drafting committee in 2004. She led campaigns for reservation for women in local bodies in Uttar Pradesh and was active in seminars, demonstrations and other efforts for women’s rights.

After more than two decades with the Indian National Congress, Joshi left the party and joined the Bharatiya Janata Party on 20 October 2016. In the 2019 general election she was elected to the 17th Lok Sabha from the Allahabad (Prayagraj) constituency. Following her election she took on parliamentary responsibilities including convenor of the Committee of Parliament on Official Language, membership of the Standing Committee on Rural Development and Panchayati Raj, chairpersonship of the Joint Committee on Salaries and Allowances of Members of Parliament, membership of the General Purposes Committee of the Lok Sabha and participation in the Consultative Committee for the Ministry of Health and Family Welfare. She was also appointed a minister in the Uttar Pradesh government under Chief Minister Yogi Adityanath in 2019.

Joshi’s public life has included legal and political confrontations as well as awards for municipal leadership. She was detained on multiple occasions during protests and agitations; one notable arrest occurred in July 2009 after comments she made about then Uttar Pradesh political leadership. She and other leaders were also detained during farmer protests in 2011. Rita Bahuguna Joshi married Puran Chandra Joshi on 25 November 1976. The couple have one son, Mayank Joshi. In November 2020 the family suffered the loss of a young granddaughter, who died following severe burns sustained during Diwali celebrations. In 2022 Joshi sought an assembly seat for her son from the Lucknow area; when the Bharatiya Janata Party did not nominate him, he later joined another party.

Writing and other work

In addition to her academic and political roles, Joshi is an author. She wrote two history books before entering the Indian National Congress and in May 2022 published a biography of her father titled Hemvati Nandan Bahuguna: A political crusader. She described a multi-year research process that included interviews and archival material for that book.
