Early life and background

Sanjay Karol was born on 23 August 1961 in Garli, Dehra Gopipur in Kangra district of Himachal Pradesh. He attended St. Edward’s School, Shimla, completing studies there by 1977, and went on to study at Government College, Sanjauli. He earned a bachelor’s degree in history and later took a law degree from the Faculty of Law at Himachal Pradesh University in 1985.

Career

Karol began his legal practice after enrolling as an advocate in 1986. During his years at the bar he practiced in a wide range of areas, including constitutional, taxation, corporate, criminal and civil law. He appeared in the Supreme Court of India on behalf of clients, including work on interstate water disputes such as matters arising from the BBMB project.

He served as Advocate General of Himachal Pradesh from 1998 to 2003. During this period he also achieved the designation of Senior Advocate at the Himachal Pradesh High Court and was included on the Central Government’s senior panel for appearances before the Supreme Court.

On 8 March 2007 Karol was elevated as a judge of the Himachal Pradesh High Court. He later served as Acting Chief Justice of that court from 25 April 2017. While at the Himachal Pradesh High Court he chaired the court’s Legal Services Committee and held statutory responsibilities as Executive Chairman of the State Legal Services Authority. He also served as a member of the Board of Governors of the Himachal Pradesh Judicial Academy.

Karol’s judicial work in Himachal Pradesh addressed a variety of public-interest issues. His orders covered implementation of statutory reservation for persons with disabilities, the provision of public toilets on national highways and other matters affecting dignity and access to services. His judgments while serving as chief justice addressed issues including discrimination against married women in employment, illegal mining and protection of rivers from unauthorized diversion. Those decisions prompted administrative steps such as installation of cameras in prisons, road construction, protection measures for heritage sites, improvements in hospital medical facilities, reforms within the forest department and attention to police functioning.

On 14 November 2018 he took office as Chief Justice of the Tripura High Court, where he also served as Patron-in-Chief of the Tripura State Legal Services Authority and as Chairman of the Tripura Judicial Academy. In 2019 he became Chief Justice of the Patna High Court; concurrent roles there included Patron-in-Chief of the Bihar State Legal Services Authority, Patron-in-Chief of the Bihar Judicial Academy and Chancellor of Chanakya National Law University, Patna.

During his tenure in Patna he resisted orders that would have required cutting peepal trees for construction and asked for redesigns to preserve them. He also pursued environmental and administrative concerns from the bench.

On 13 December 2022 Karol was recommended for appointment to the Supreme Court. The appointment was completed on 6 February 2023 when he was elevated to the Supreme Court of India.

Public profile

Colleagues and court users have noted Karol’s pragmatic and approachable manner. He has described efforts to extend legal assistance to poor litigants through the establishment of legal clinics at the panchayat level.
