Satish Laxmanrao Jarkiholi was born on 1 June 1962 in Gokak, Belgaum, Karnataka. He completed his schooling through the 12th standard at J. S. S. Arts, Science and Commerce College, Gokak, finishing in 1981. Known locally as a resident of Hill Garden, Gokak, he belongs to the Bedara Nayaka/Valmiki Scheduled Tribe community.

Jarkiholi began his public life in the early 1990s, entering politics in 1992 while serving as a director of the Belagavi District Central Cooperative Bank. His early political affiliations included Janata Dal and Janata Dal (Secular) before he joined the Indian National Congress in 2006.

He first won election as a Member of the Legislative Council (MLC) from the Belgaum District Local Authorities Constituency in 1998 and retained that seat in 2003. Transitioning to legislative assembly politics, he was elected as a Member of the Karnataka Legislative Assembly (MLA) from the Yemkanmardi constituency in 2008 and went on to win multiple terms, serving as an MLA through 2023.

He served as Minister of State for Textiles from 2004 to 2005, was Minister of Excise in the Siddaramaiah-led government between 2013 and 2016, and led the Forest, Ecology and Environment portfolio during the H. D. Kumaraswamy ministry from 2018 to 2019. In March 2020 he was named Working President of the Karnataka Pradesh Congress Committee. He contested the 2021 by-election for the Belagavi Lok Sabha seat but lost. In 2023 he returned to the state cabinet in the Siddaramaiah administration.
