Shailbala Martin is a career civil servant who rose through the ranks to join the Indian Administrative Service. She was promoted from the State Civil Service to the IAS in 2009 and serves in the Madhya Pradesh cadre.

By 2017 she was serving as the chief executive officer of the MP Interstate Transport Authority while also holding the role of Deputy Secretary in Planning and Economic Statistics for the state.
