Early life and background

Shakuni Choudhary was born on 4 January 1936 in Lakhanpur in the Munger district of what was then British India. He completed schooling at R.N.P.R. High School in Jalalabad Asarganj Nagar, Bihar, and earned a diploma in automobile engineering. Before entering politics, Choudhary served in the Indian Army for fifteen years and saw service in the 1962, 1965 and 1971 conflicts.

Career

Choudhary built a long career in Bihar politics, winning the Tarapur assembly seat on multiple occasions and representing his region at both state and national levels. He was first elected to the Bihar Legislative Assembly in 1985 as an independent candidate from Tarapur. He returned to the assembly in 1990 as a member of the Indian National Congress and again in 1995 on a Samata Party ticket. In 1996 he served as health minister in the Bihar cabinet.

At the national level, Choudhary was elected to the 12th Lok Sabha from the Khagaria constituency in 1998 as a Samata Party candidate. He later rejoined the Bihar Assembly in 2000 on a Rashtriya Janata Dal ticket and went on to serve as Deputy Speaker of the Bihar Assembly in 2009. Over his career he has been elected to the Bihar Assembly seven times.

Party affiliations have shifted during his decades in public life. Choudhary has been associated at various times with the Indian National Congress, the Samata Party, the Rashtriya Janata Dal, the Janata Dal (United), the Hindustani Awam Morcha, and, as of 2019, the Bharatiya Janata Party. In 2014 he left the RJD for the Janata Dal (United), and in 2015 he joined Jitan Ram Manjhi’s breakaway movement and became Bihar state president of the Hindustani Awam Morcha before resigning that post later the same year after an electoral defeat.

He was among those charged in connection with the Launa-Parsa incident in 1995, an episode in which a grenade attack during the Bihar assembly elections resulted in multiple deaths.
