Early life and backgroundShatrujeet Singh Kapoor was born on 21 October 1966 in Phagwara, Punjab. He grew up in a family from Jind and completed an engineering education, earning a Bachelor of Technology in Mechanical Engineering from the National Institute of Technology, Kurukshetra. He later attended the National Institute of Industrial Engineering (NITIE), Mumbai.
Career
Kapoor joined the Indian Police Service as a 1990-batch officer in the Haryana cadre after passing the UPSC examination in 1990. He underwent his foundational training in the 44 RR batch at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad and was formally appointed as an IPS officer on 16 September 1991.
His early field postings included roles as Assistant Superintendent of Police in Gurugram and Hisar, and as District Superintendent of Police in Bhiwani. He served as DSP for Highway Patrol and Road Safety in Karnal from 1995 to 2001. In 2001–2002 he took part in a United Nations peacekeeping mission in Kosovo.
Following his return from UN duty, Kapoor spent several years in the Central Bureau of Investigation, where he worked in anti-corruption and economic offences divisions, holding positions at the Superintendent of Police, Deputy Inspector General and Officer on Special Duty levels between 2002 and 2008.
Kapoor's career advanced steadily: he was promoted to the Junior Administrative Grade on 1 January 2003, elevated to Deputy Inspector General level on 2 April 2007, and reached Inspector General grade on 14 December 2009. In subsequent years he served as Inspector General of Police for Hisar and Rewari and was appointed Police Commissioner of Faridabad.
He attained the Additional Director General of Police rank on 1 January 2015. During the period of large-scale disturbances related to Jat quota protests in April 2016, he was serving as CID chief and was appointed ADGP Crime on 13 April 2016. His portfolio has also included administrative directorships of several state corporations, including Haryana Power Generation Corporation Limited, Haryana Roadways Engineering Corporation and Saur Urja Nigam Haryana Limited.
On 20 April 2021 Kapoor was promoted to the senior rank of Director General of Police. Soon after, on 29 April 2021, he was assigned the post of Director General of Prisons for Haryana with an additional charge as principal secretary (transport). On 2 September 2021 he took charge as Director General of the State Vigilance Bureau (Anti Corruption Bureau). In February 2023 he was empanelled for Director General and equivalent level appointments at the Centre. On 16 August 2023 he was named the Director General of Police for Haryana with a minimum tenure of two years.
His service record notes a date of superannuation on 31 October 2026.
Awards and recognition
Kapoor's decorations include the United Nations Peacekeeping Medal with Bar (2001), the President's Police Medal in 2006 and the President's Police Medal for Distinguished Service in 2016. In 2018 he received a Distinguished Alumni Award from the National Institute of Industrial Engineering, Mumbai.

Kapoor is married to Bharti Kapur. His family includes his mother Vinod Kapur and a brother, Joginder Kapur.
