Early life and background

Shobha Ohatkar was born on 3 September 1965 in Hyderabad. She grew up in a Marathi family and completed her schooling in Hyderabad. She went on to earn a Master of Arts in Political Science in 1989 from the Central University of Hyderabad.

Career

Ohatkar is a seasoned Indian civil servant who entered the police service after clearing the UPSC exam on her first attempt. Early in her career she served as an Assistant Superintendent of Police and over the years held a range of postings across districts and states. Her record includes assignments as Superintendent of Police in multiple districts, stints on deputation in Maharashtra and a term as Executive Director of Security at Air India.

During district postings she worked across a variety of challenging contexts. Reports note that when she served in areas such as Vaishali, Darbhanga, Hazaribagh, Chhapra and Deoghar she prioritized visible policing, community engagement and direct action against organised offenders. In Vaishali, measures she implemented were credited with a substantial reduction in certain street crimes. In Hazaribagh she pursued cases involving coal-related illegalities, and in Darbhanga she handled a period marked by abduction cases. While on deputation in Ahmednagar in 2006, she was involved in investigating a high-profile sexual exploitation case; her unit arrested multiple accused and proceeded to file a chargesheet within 90 days.

Her work on women’s safety has included setting up a helpline and serving as a nodal officer for anti-human-trafficking efforts while on deputation in Maharashtra. Over time she developed a reputation for tough, hands-on policing; in some postings this approach drew public attention and a popular sobriquet.

In December 2020 she returned to Bihar and took charge as the state’s Director General of Police. As of 2022 she was leading the Home Guard and Fire Services in the state.

Public profile

Ohatkar’s trajectory has made her a notable figure in the Indian police service, particularly because she became the first woman to hold the top police post in Bihar in 2020. She has been described in reports as a demanding officer who expects long working hours from herself and colleagues, and as someone who emphasizes direct connection with the public to build trust.

Her career has also been the subject of controversies reported in official documents and news coverage. A 2016 report by Air India to the Civil Aviation Ministry included allegations about her travel and accommodation while she was serving as a senior vigilance officer; the report and subsequent commentary noted that some payments were recovered and that certain allegations were contested. More recently, in February 2023 an internal dispute involving an IPS officer and the circulation of social media messages about office conduct led to administrative notices and public discussion about appropriate channels for raising grievances. Those episodes received attention in media and official communications.

Personal life

Shobha Ohatkar is an Indian national. Public records list her as divorced. Her father, Balram Ahotkar, served as an excise commissioner in Hyderabad. She has two children: a son, Aankesh Ohatkar, and a daughter, Akanksha Ohatkar.

Financial disclosures and assets

Official filings for the year 2022 list both movable and immovable assets attributed to her. Movable assets include reported cash and bank deposits; immovable assets include non-agricultural land and residential property. The same records present an approximate net worth figure for the 2022 financial year.

Latest updates

As of 2022, Ohatkar continued to hold senior responsibilities in Bihar’s police structure, including command of the Home Guard and Fire Services. The publicly reported controversies noted above occurred in 2016 and 2023 and were the subject of official correspondence and media reporting.
