He grew up in a family with deep ties to the legal profession: his grandfather served as a judge at the Punjab and Haryana High Court and his father worked as an additional advocate general of Punjab. Sippy spent his formative years in the Punjab region and attended several schools including Yadavindra Public School in Patiala, Doon International School in Mohali, St. Joseph's Convent Senior Secondary School in Bathinda and The Punjab Public School in Nabha. He later studied at Punjabi University, Patiala, and earned an LLB.

Sippy combined two professional paths: competitive rifle shooting and the law. From his university days he trained and competed in shooting alongside prominent Indian shooters. He represented Punjab in rifle shooting competitions for more than 15 years and won multiple medals, including a gold at the 2001 Punjab National Games where he shared the top podium with Olympic gold medallist Abhinav Bindra. He also served as joint secretary of the Paralympic Committee of India and was posted with the Punjab Police on a sports quota while pursuing his sporting career.
