Sirajuddin Haqqani Biography
Sirajuddin Haqqani is a senior leader of the Haqqani network and a high-ranking official in the Taliban government. He has led the Haqqani network since ̶
Early life and backgroundSirajuddin Jallaloudine Haqqani was born in the 1970s or 1980 (sources list 1973 or 1980) and grew up in Miramshah, North Waziristan. He is Afghan by nationality and was educated at the Darul Uloom Haqqania madrassa in Akora Khattak, Khyber Pakhtunkhwa, Pakistan, where he completed Islamic studies. He is the son of Jalaluddin Haqqani, who founded the Haqqani network, and his mother is reported to be from the United Arab Emirates. Sirajuddin has at least two brothers who have held senior positions in the network.
Career
Sirajuddin rose through the ranks of the Haqqani network, a guerrilla group formed by his father in the late 1970s. By the mid-2000s he, together with close relatives, took on greater command responsibilities. Over time he became the network’s overall leader following his father’s death in 2018.
During his long involvement with the group, Sirajuddin has been associated with roles that included weapons training and distribution and fundraising. He is reported to be fluent in Arabic and has travelled to Gulf countries to help generate financial support. Estimates of the network’s size vary widely; when asked about a figure of 10,000 fighters, he responded that the number cited was lower than the true size. The group has been described as maintaining training and logistical facilities in parts of the Pakistan-Afghanistan border region.
Under Sirajuddin’s leadership the Haqqani network expanded its operational reach and adopted aggressive tactics. He has been linked to planning and directing high-profile attacks, including an acknowledged role in the January 2008 assault on a Kabul hotel that killed several people. He has also been accused of involvement in other operations targeting Afghan and international interests. In 2010 he published a Pashto-language work on military lessons for fighters, and over the years he developed alliances with other militant organizations in the region.
Political and Taliban roles
Sirajuddin has been a senior figure within the broader Taliban movement. In August 2016 he was named a deputy to the Taliban supreme leader, with responsibilities largely focused on military affairs. After the Taliban returned to power in 2021, he was appointed minister of interior affairs of the Islamic Emirate of Afghanistan on 7 September 2021.
Public profile
Reporting over time has described Sirajuddin as a more ruthlessly inclined leader compared with his father, and he has been characterized as favoring violent and ambitious strategies. International authorities have pursued him: U.S. officials have placed a $10 million reward for information leading to his arrest, and he is listed by the FBI as wanted for questioning in connection with the January 2008 attack on the Kabul hotel as well as suspected participation in cross-border attacks on coalition forces.
He has been the subject of targeted operations, including a reported U.S. drone strike in 2010 from which he reportedly escaped. His deputy Sangeen Zadran was killed by a U.S. drone strike in 2013. In 2020 he authored an opinion-style piece that drew attention, and in mid-2020 he was reported by an analyst to have contracted COVID-19, which temporarily affected his participation in leadership activities.
Latest updates
After the Taliban’s return to power, Sirajuddin made a rare public appearance on 5 March 2022 when he addressed a graduation ceremony for newly recruited Afghan police officers in Kabul. He remains a central figure in the Islamic Emirate’s security and internal affairs apparatus.
