Subodh Kant Sahay was born on 11 June 1951 in Latehar, Bihar. He completed a Bachelor of Science from Magadh University in 1974 and later earned an LLB from Ranchi University. His family background includes parents Brij Dev Sahay and Indrani Devi, and he has three brothers, one of whom, Sunil Sahay, is also active in politics. He is married to theatre artist Rekha Sahay; the couple married on 28 March 1991 and have a daughter, Yashashwini Sahay.

Sahay began his public life with involvement in student and social movements, including the Non-Aligned Student Youth Organization and the Jayaprakash movement. He served in leadership roles in youth and party organizations, and built his early political career in the state legislature.

From July 1978 until October 1989 he held the position of Speaker in the Bihar Legislative Assembly across three terms. Within the Congress party he served as Secretary of the All India Congress Committee for Uttar Pradesh and Uttarakhand for two years.
