Early life and background

Subodh Kant Sahay was born on 11 June 1951 in Latehar, Bihar. He completed a Bachelor of Science from Magadh University in 1974 and later earned an LLB from Ranchi University. His family background includes parents Brij Dev Sahay and Indrani Devi, and he has three brothers, one of whom, Sunil Sahay, is also active in politics. He is married to theatre artist Rekha Sahay; the couple married on 28 March 1991 and have a daughter, Yashashwini Sahay.

Sahay began his public life with involvement in student and social movements, including the Non-Aligned Student Youth Organization and the Jayaprakash movement. He served in leadership roles in youth and party organizations, and built his early political career in the state legislature.

From July 1978 until October 1989 he held the position of Speaker in the Bihar Legislative Assembly across three terms. During that period he chaired and participated in several assembly committees, including the Public Accounts Committee, the Committee of Privileges and the Library Committee, and he was President of the Committee on Petitions for three years.

In 1989 Sahay transitioned to national politics when he was elected to the 9th Lok Sabha from the Ranchi constituency. He served briefly as a Union Minister in 1990 and then as Union Minister of State with independent charge for Information & Broadcasting and Home Affairs from November 1990 to June 1991.

Sahay joined the Indian National Congress in 1989 after earlier association with Janata Dal. Within the Congress party he served as Secretary of the All India Congress Committee for Uttar Pradesh and Uttarakhand for two years. He was re-elected to the Lok Sabha in 2004 and again in 2009, representing Ranchi for three terms in total.

In the Manmohan Singh governments he held ministerial responsibility for food processing and later for tourism. From 2004 he was Union Minister of State (Independent Charge) for Food and Food Processing Industries, elevated to Cabinet Minister for Food Processing in 2006. In 2011 he was appointed Cabinet Minister for Tourism and remained in that role until October 2012.
