Early life and backgroundSukh Ram Sharma was born on 27 July 1927 in Arnyana, Tungal (Kotli) in the Mandi region of what was then Punjab Province under British India (now Himachal Pradesh). He completed a BA from Panjab University, Chandigarh, and later earned an LLB from the Faculty of Law at Delhi University. After finishing his legal studies in 1953, he began practising law at the district courts in Mandi.
Career
Sukh Ram entered public life through regional politics and built a career that spanned state and national roles. He became a member of the Territorial Council for Himachal Pradesh in 1962–63 and then served multiple terms in the Himachal Pradesh Legislative Assembly between 1963 and 1985. During those decades he held several ministerial portfolios in the state government.
He moved to national politics when elected to the Lok Sabha in 1985. Over the next decade he served in a succession of Union ministerial positions: minister of state for defence production and supplies, planning, food and civil supplies, non-conventional energy sources, and — most notably — communications. From January 1993 until May 1996 he was Union Minister of State for Communications with independent charge, a period during which he played a prominent role in India’s telecom sector.
Sukh Ram’s party affiliations changed several times across his career. He began with the Indian National Congress and was associated with it for many years. In July 1997 he split from Congress and founded the Himachal Vikas Congress, which entered a post-poll alliance with the Bharatiya Janata Party in 1998. His regional party was later merged back into Congress in 2004. He announced retirement from electoral politics in 2007, but in subsequent years he returned to active affiliation with national parties: joining the BJP in 2017 and rejoining Congress in 2019.

Known in his home state by sobriquets that reflected his local influence, Sukh Ram was recognised as a major figure in Himachal Pradesh politics. He was also widely credited with contributing to early developments in India’s mobile and telecom landscape during his tenure as communications minister. His family included political successors: one of his sons, Anil Sharma, pursued a political career, and his grandsons include individuals active in public life.
Like many long public careers, his life also included controversy. He was convicted in cases relating to contracts and alleged financial improprieties connected to his time as communications minister; those convictions resulted in sentences handed down in the 2000s and 2010s. During court proceedings he made public appeals highlighting his advanced age and health conditions.
