Sukha grew up in a family that included at least two brothers and two sisters; his brothers are named Sukhchain Singh and Maninder Singh Gill. A maternal uncle, Gurmail Singh Gill, died in July 2018.

After completing his formal education, Sukha obtained work as a peon at the Moga deputy commissioner's office. While employed there, he developed a drug problem that the available records link to a subsequent turn toward criminal activity.
