In 2017 Zafar was appointed as a non-official independent director on the board of Air India; that appointment was made by the Appointments Committee of the Cabinet. His visibility within the party increased over the following years.

In 2020, following the decision of Jyotiraditya Scindia to join the BJP, Zafar was elected unopposed to a Rajya Sabha seat from Uttar Pradesh on 4 September 2020. The vacancy he filled had been created earlier and was previously held by Amar Singh. Zafar and Scindia are reported to be close associates.
