Early life and background
Tharman Shanmugaratnam was born in Singapore on 25 February 1957. He grew up in a family of Tamil Indian origin; his father, Kanagaratnam Shanmugaratnam, was a noted pathologist and cancer researcher. Tharman attended Anglo‑Chinese School in Singapore and went on to study economics and public administration at the London School of Economics, the University of Cambridge (Wolfson College) and Harvard Kennedy School, where he received the Lucius N. Littauer Fellows Award for academic excellence and leadership.

Career
Tharman began his professional life as an economist at the Monetary Authority of Singapore (MAS) in 1982. Over the next two decades he held a series of senior roles at MAS, including Director of the Economics Department, Deputy Managing Director of Banking and Financial Supervision, and ultimately Managing Director of MAS in 2001. He also served in the Ministry of Education in senior policy positions in the mid‑1990s.

He entered electoral politics in 2001 as a candidate for the People’s Action Party (PAP) and won a seat in Jurong GRC’s Taman Jurong division. He served multiple terms representing that constituency, winning elections in 2001, 2006, 2011, 2015 and 2020.

Within government, Tharman held several major portfolios. He joined the cabinet as Minister for Education in 2003, became Minister for Finance in December 2007, and was appointed Deputy Prime Minister in 2011 while continuing as Finance Minister. He later served as Minister for Manpower, Coordinating Minister for Economic and Social Policies, Senior Minister and Coordinating Minister for Social Policies. In July 2023 he resigned from all government and party positions to stand in the 2023 presidential election.

International roles and recognition
Beyond his national responsibilities, Tharman has held prominent international appointments. He was chair of the International Monetary and Financial Committee (IMFC) from 2011 to 2014, the first Asian to hold that role. In 2017 he became Chair of the Group of Thirty and led the G30 until 2023. He was selected by the G20 in 2017 to lead the Eminent Persons Group on Global Financial Governance and in 2021 to co‑lead the G20 High‑Level Independent Panel on financing pandemic preparedness. He has also been a member of the World Economic Forum Board of Trustees and has served on United Nations advisory groups, including the Secretary‑General’s High‑Level Advisory Board on Effective Multilateralism.

Tharman’s work has been acknowledged with a number of honours: an Honorary Fellowship of the Economic Society of Singapore (2010), an honorary fellowship from the London School of Economics (2011), Euromoney’s Finance Minister of the Year (2013), the National Trades Union Congress Medal of Honour (2017), and the Institute of International Finance Distinguished Leadership and Service Award (2019).

Presidency
Tharman qualified under the public sector criteria to run for president in 2023 and, after campaigning with the slogan “Respect For All” and using pineapple as his campaign symbol, won the presidential election on 2 September 2023. He took the oath as the ninth President of Singapore on 14 September 2023.

Public profile
Over his career Tharman has been active on public policy issues beyond formal office. He has chaired the Ong Teng Cheong Labour Leadership Institute and the Board of Trustees of SINDA (the Singapore Indian Development Association), and he leads the National SkillsFuture initiative that promotes lifelong learning opportunities for Singaporeans. His early years included student activism in the United Kingdom, and he has written poetry as a young member of a writers’ circle.

Tharman married Jane Yumiko Ittogi in 1990. Jane has worked as a lawyer and social worker. The couple have four children: one daughter, Maya, and three sons, Akash, Krishan and Arjun. Tharman is described as having black eyes and salt‑and‑pepper hair and stands about 180 cm tall.
