Tina Dabi is an Indian Administrative Service (IAS) officer from the 2016 batch, known for topping the UPSC Civil Services Exam as a Scheduled Caste woman.
Early life and backgroundTina Dabi was born on 9 November 1993 in Bhopal, Madhya Pradesh, and spent her early years there before her family moved to Delhi when she was in seventh grade. She attended Convent of Jesus and Mary in New Delhi and went on to study at Lady Shri Ram College for Women, where she completed a Bachelor of Arts in Political Science. Tina demonstrated strong academic performance in school, earning top marks in subjects such as Political Science and History in her 12th standard ICSE exams.
Both of Tina’s parents cleared the Indian Engineering Services exam, and her mother later left her job to support Tina’s ambitions. From an early age she showed a keen interest in the Constitution and Indian politics. During her university years she was among the toppers in Political Science at Delhi University and was active in debating; she served as Vice Speaker of the Youth Parliament in 2012.
Career
Tina Dabi entered the Indian Administrative Service after clearing the UPSC Civil Services Examination in 2016 at the age of 22, securing 1063 marks out of 2025 in her first attempt. She made history as the first woman from the Scheduled Caste category to attain the top rank in the exam. For her two-year training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, she was awarded the President’s Gold Medal on 29 June 2018.
Allocated to the Rajasthan cadre, Tina’s early postings and responsibilities included a brief deputation in 2016 as Assistant Secretary at the Ministry of Micro, Small and Medium Enterprises, followed by her first field posting in 2017 as Assistant Collector in Ajmer. In October 2018 she became Sub-Divisional Officer and Sub-Divisional Magistrate in Bhilwara. In July 2020 she was posted as Chief Executive Officer of the Zila Parishad in Sri Ganganagar, and later that year in November she took on the role of Joint Secretary in the Finance (Tax) Department in Jaipur. On 6 July 2022 she assumed charge as the District Collector and Magistrate of Jaisalmer, becoming the 65th officer to hold that position in the district.
Personal life
Tina comes from a family with a public service background. Her father, Jaswant Dabi, worked as a general manager with BSNL, and her mother, Himani Dabi, is a former Indian Engineering Services officer. She has a younger sister, Ria Dabi, who is married to an IPS officer. Tina identifies with Hinduism while some family members follow Buddhism. Her caste is listed as Scheduled Caste (Kamble).
Tina married fellow IAS officer Athar Aamir Khan in 2018; the couple later separated and their divorce was finalized in 2021. In April 2022 she married IAS officer Pradeep Gawande; their wedding and reception were held in Jaipur. Tina and Pradeep had a son who was born in Jaisalmer on 15 September 2023.
