Tukaram Mundhe (IAS) Biography
Tukaram Haribhau Mundhe is a Maharashtra-cadre Indian Administrative Service officer of the 2005 batch. Born in Tadsona village of Beed district, he rose从a
Early life and backgroundTukaram Haribhau Mundhe was born on 3 June 1975 in Tadsona village, Beed district, Maharashtra. He grew up in a lower-middle-class farming household and spent his childhood contributing to farm work alongside attending school. His early education took place at a Zilla Parishad School in Beed, and he later moved to Aurangabad for higher studies.
Mundhe completed a bachelor’s degree in Political Science, Sociology, and History from Dr. Babasaheb Ambedkar Marathwada University, Aurangabad in 1996 and went on to earn an MA in Political Science in 1998. After graduation he trained at the State Institute for Administrative Careers in Mumbai while pursuing postgraduate study, and he made multiple attempts at national and state civil service examinations before joining the administrative services.
Career
Mundhe entered government service via the Maharashtra State Civil Services route in 2001 and later cleared the UPSC Civil Services Examination in 2004, securing 20th rank. He belongs to the 2005 batch of the Indian Administrative Service and has served across a range of district and municipal assignments in Maharashtra.
His early postings included Chief Officer of the Barshi municipality in Solapur during training and Assistant Collector of Deglur in Nanded, where he worked on water quality, public grievances and enforcement against illegal sand mining. Subsequent assignments saw him as CEO of Zilla Parishad in Nagpur and other districts, where he implemented measures to improve school attendance, medical services and institutional deliveries.
Mundhe served as additional tribal commissioner of Nashik, CEO of Zilla Parishad in Washim, CEO of KVIC in Mumbai, and Collector and District Magistrate of Jalna. From September 2012 to November 2014 he was joint commissioner of Sales Tax (investigation division) in Mumbai, a period noted in the record as his longest single posting, during which the department reported significant tax recoveries.
A notable phase of his district work was in drought-prone Solapur, where he developed a water-conservation program built on area treatment, drained land treatment and scientific water use. The program mobilised local participation, included incentives and disincentives linked to performance, and reported large-scale groundwater recharge across many villages. During his tenure in Solapur he introduced actions that addressed open defecation and strengthened mining and credit outcomes for farmers. For this work he received the Best Collector award for Solapur for 2015–2016 from the Maharashtra government and other recognitions for governance.
As Municipal Commissioner of Navi Mumbai, Mundhe introduced administrative reforms and new processes including an online grievance redressal system, measures to ease business procedures, cashless initiatives, solid waste management efforts and a community-focused "walk with commissioner" program.
Public profile
Throughout his career Mundhe has been identified with a strict, process-driven approach to administration and a focus on results. That approach produced visible improvements in governance indicators in several postings but also generated friction with elected representatives at times. The record notes multiple occasions where no-confidence motions were passed against him by municipal corporators in different cities who criticised his style of working. He has responded publicly in defence of his administrative methods, describing them as law-based, transparent and time-bound.
Controversies documented in public records include a FIR registered in June 2020 relating to attendance at a large event during pandemic restrictions and a complaint by a former officer alleging harassment. These matters are part of the public record associated with his tenure in civic administration.
Personal life
Mundhe is married to Archana Mundhe; the couple have two children, a son named Agastya and a daughter named Ashana. His parents are Haribhau and Aasrabai Mundhe, and he has a brother, Ashok Mudhe, who has also served as a collector. Mundhe’s listed caste is Vanjari and his hometown is recorded as Beed, Maharashtra. He is described in records as standing about 172 cm tall, with black eyes and black hair.
Latest updates
By August 2020, records indicate Mundhe had experienced numerous transfers—reportedly around 15 in 15 years of service—and continued to be seen by colleagues as an honest and disciplined officer whose uncompromising style has both driven administrative reforms and produced tensions with political actors. Awards and honours cited in public records include the "Waterman of Maharashtra" recognition in the administrative category and an Indian Express governance award celebrating district magistrates’ achievements.
