Upendra Kushwaha Biography

Upendra Kushwaha is an Indian politician from Bihar with a long career across multiple parties and elected offices. A former Rajya Sabha member, Union MoS,

Early life and background

Upendra Kushwaha was born Upendra Singh on 6 February 1960 in Vaishali district, Bihar. He grew up in Hazrat Jandaha and attended R. A. S. High School there. For higher studies he went to L.S. College in Muzaffarpur and then Patna Science College, where he completed a Bachelor of Arts in Political Science in 1978. He finished a Master of Arts in Political Science from Babasaheb Bhimrao Ambedkar Bihar University in Muzaffarpur in 1981.

During his student years he lived with Karpoori Thakur, the twice Chief Minister of Bihar, who influenced his early political formation. He also drew inspiration from activist Jayaprakash Narayan. After university, Kushwaha worked as a lecturer in political science at Samata College.

Career

Kushwaha entered organisational politics in 1985 by joining the youth wing of the Janata Dal (then aligned with Lok Dal traditions). Over the following decades he moved through several political formations. He has been associated at different times with the Samata Party, Janata Dal (United), Rashtriya Samata Party, Rashtriya Lok Samata Party (RLSP) and, most recently, the Rashtriya Lok Janata Dal.

He first won elected office in 2000 when he was returned to the Bihar Legislative Assembly from the Jandaha constituency on a JD(U) ticket. In 2004 he served as leader of the Samata Party in the Bihar assembly and also took on the role of leader of the Opposition. A split with JD(U) came in 2007 when he was dismissed from the party for alleged anti-party activities.

Kushwaha formed the Rashtriya Samata Party in February 2009 and later reconciled with JD(U), merging the party back into JD(U) in November 2009. He became a member of the Rajya Sabha in 2010 and served on the Parliamentary Standing Committee on Agriculture until January 2013. In March 2013 he left JD(U) again and launched the Rashtriya Lok Samata Party, which joined the National Democratic Alliance.

In 2014 he won the Karakat Lok Sabha seat and on 26 May 2014 took oath as a Minister of State in the Union government. He resigned from the ministry and left the NDA on 10 December 2018. Ahead of the 2019 general election his party withdrew from the NDA and he moved into the United Progressive Alliance fold; he contested the 2019 Lok Sabha polls from Karakat and Ujiarpur on an Indian National Congress ticket but was defeated in both constituencies.

RLSP rejoined JD(U) prior to the 2020 Bihar assembly elections, and Kushwaha later served as chairman of the JD(U) National Parliamentary Board in 2021. On 20 February 2023 he again broke with JD(U) and launched a new party, the Rashtriya Lok Janata Dal.

Public profile

Kushwaha has been a prominent figure in Bihar politics for several decades and is known for shifting political alignments and party-building efforts. His personal life is public: he married Snehlata Sinha on 26 February 1982 and the couple have a son and a daughter. His parents are Muneshwar Singh (deceased) and Muneshwari Devi.

Official records list physical details such as dark brown eyes and salt-and-pepper hair. He lives in Vill. and P.O. Javaj in Vaishali district and is reported to own a Bolero vehicle.

Legal record and controversies

Public records show a number of criminal cases pending against Kushwaha, including charges under sections of the Indian Penal Code related to intimidation, assault and obstructing public servants. There are also past convictions recorded under various IPC sections, including rioting and wrongful confinement. In December 2018 he drew notice from the Election Commission for a statement made after quitting the NDA; he later said he did not intend to provoke violence.

Kushwaha has had an on-and-off relationship with JD(U) leader Nitish Kumar, at times reconciling and at other times engaging in sharp public disagreements. In January 2023 a confrontation with protestors in Arrah resulted in his car being stoned and led to further public exchanges with party leaders.

Latest updates

As of February 2023 Upendra Kushwaha left Janata Dal (United) and founded the Rashtriya Lok Janata Dal. Earlier appointments and electoral contests through 2021 and 2019 are part of a long record of shifting affiliations and leadership roles in Bihar politics.
