Usha Sharma was born on 26 June 1963 in Uttar Pradesh. She completed her schooling at Lady Irwin Senior Secondary School and went on to study at Miranda House, University of Delhi, where she earned a Bachelor of Science degree in Chemistry. Sharma entered the Indian Administrative Service after clearing the UPSC examination in 1985 and was allotted the Rajasthan cadre.
