Early life and backgroundVijay Kumar Sinha was born on 5 June 1967 in Tilakpur, Chanan in Lakhisarai, Bihar. He grew up with ties to both his maternal grandparents’ village and his paternal family from Badpur in Mokama block, Patna district. Sinha completed a diploma in civil engineering in 1989 from a government polytechnic and became active in student politics during his college years, joining the Akhil Bharatiya Vidyarthi Parishad while studying in Barauni.
Career
Sinha’s political work spans grassroots organisation, student and youth wings, and legislative office. He began holding local party positions in the late 1980s and throughout the 1990s, serving roles such as vice president and president of local BJP mandals in Patna, state organisation in-charge of the Bharatiya Janata Yuva Morcha in Bihar, state secretary of the Yuva Morcha, and other district- and state-level responsibilities. He was a member of Nehru Yuva Kendra in 1999–2000 and later became part of the BJP state working committee.
He was first elected as the Member of the Legislative Assembly (MLA) for Lakhisarai in 2005. That year Bihar held two assembly polls; Sinha won in February but lost the seat by a narrow margin in the re-run later that year. He returned to the Assembly in 2010 and was re-elected in 2015 and 2020, establishing a long-running electoral presence in Lakhisarai.
In government, Sinha was appointed Minister of Labour Resources in the Bihar cabinet, a post he occupied from 29 July 2017 until 16 November 2020. On 25 November 2020 he was elected Speaker of the Bihar Legislative Assembly and served in that role until 24 August 2022, when he resigned after a no-confidence motion moved by the then-ruling coalition.
Following his resignation as Speaker, the BJP named Sinha the Leader of the Opposition in the Bihar Legislative Assembly on 24 August 2022. In January 2024 he was elevated to one of the Deputy Chief Ministers of Bihar, serving alongside Samrat Choudhary under Chief Minister Nitish Kumar.
Throughout his political life Sinha has held a number of party and civic posts beyond legislative office, including roles linked to district monitoring committees, the Kisan Morcha, and the party’s state-level communication and organisational teams.
Public profile
Sinha’s public career has involved several high-profile confrontations and controversies inside the Bihar Assembly. As Speaker he presided over turbulent proceedings, including incidents during passage of the Special Armed Police Act and a tense episode in which protesting legislators besieged the Speaker’s office. His handling of Assembly unrest drew criticism from opposition parties.
Sinha also had notable disagreements with Chief Minister Nitish Kumar on several occasions. One dispute arose after invitations to a Vidhan Sabha anniversary event omitted the Chief Minister’s name, an episode that preceded a reconfiguration of state-level alliances. In 2023 he publicly raised concerns about attacks on Bihar migrants in Tamil Nadu; a subsequent probe by officials reportedly found the specific allegations untrue, leading to calls for an apology from the Chief Minister.
