He completed his early schooling at institutions in Jammu and Kashmir and later attended Scindia School in Gwalior for his senior secondary education. Misri went on to study history at Hindu College, Delhi, and then earned an MBA from XLRI, Jamshedpur. He has said that representing India abroad was an ambition from his school days.

Career
Misri joined the Indian Foreign Service in 1989. Early in his career he worked in Brussels and Tunis from 1991 to 1996. Across the 2000s Misri held several diplomatic postings and headquarters assignments. From 2000 to 2003 he was First Secretary at the High Commission of India in Islamabad. He then served as Political Counsellor at the Indian Embassy in Washington, D.C., from 2003 to 2006, a period that overlapped with efforts to reshape Indo‑US relations. Back in New Delhi he was Director in the Office of the External Affairs Minister from 2006 to 2008, and then served as Deputy High Commissioner to Sri Lanka between 2008 and 2011. He was Consul General in Munich for a brief period from 2011 to 2012.

Misri returned to roles supporting prime ministers when he was appointed private secretary to Prime Minister Manmohan Singh in 2012.
