Early life and background

Vishnu Deo Sai was born on 21 February 1964 in Bagiya village, Kansabel tehsil, Jashpur district (then part of Madhya Pradesh). He grew up in a rural setting; his father, Ram Prasad Sai, was a farmer and his mother is Jashmani Devi. Sai completed schooling at Loyola Higher Secondary School in Kunkuri and his formal education is recorded as completion of the 11th standard in 1981.

Sai belongs to a Scheduled Tribe community and maintains strong ties to his hometown of Jashpur. Outside politics, he has described interests that include reading, travelling and playing badminton and football. He is married to Kaushalya Devi since 27 May 1991 and the couple have three children: one son, Toshendra Dev Sai (known as Toshi), and two daughters, Smriti Sai and Nivriti Sai Kanwar.

Career

Sai began his public life at the local level, winning a village sarpanch election unopposed in the 1980s. He joined the Bharatiya Janata Party during that decade and moved steadily through state and national politics.

He first entered legislative office as an MLA from the Tapkara constituency, winning elections in 1990 and again in 1993. In 1999 he won his first Lok Sabha seat from Raigarh and was re-elected to the lower house in 2004, 2009 and 2014, serving four consecutive terms as a Member of Parliament through the 16th Lok Sabha. During his parliamentary tenure he served on several committees, including those on agriculture consultative matters, food and public distribution, information technology, water resources and commerce, as well as the Committee on Absence of Members from the sittings of the House.

In the Narendra Modi government, Sai served as Union Minister of State. His portfolio assignments began on 27 May 2014 with responsibilities linked to Mines, Steel and Labour and Employment. Later in 2014 his role was narrowed to Mines and Steel, and on 5 July 2016 he continued as Minister of State for Steel.

At the state level, Sai has been active in Chhattisgarh BJP organization and has led the state unit on multiple occasions. He contested and won a seat in the 2023 Chhattisgarh Legislative Assembly from the Kunkuri constituency. That year he was also appointed Chief Minister of Chhattisgarh.

Public profile

Known in his political circles as a tribal leader with long-standing ties to the BJP, Sai has been described as having worked on issues affecting tribal, Scheduled Caste and disadvantaged communities. He cultivated a public image as a farmer and social worker in addition to his political roles. He has been associated with party organizational leadership over several periods: as state BJP head from 2006–2010, 2013–2016 and 2020–2022, and in December 2022 he became a member of the BJP National Working Committee.

During his parliamentary service Sai adopted a village in his constituency under the Sansad Adarsh Gram Yojana and was involved in constituency development work. He is also noted for working relationships with other regional and national leaders.

Controversies

In 2022 a widely circulated video showed Sai using abusive language toward a government official following the demolition of a local statue by a state renewable energy team. He later apologised for his conduct.
